Basically we'd erred on the side of caution. On a small map like Coal Tower or in a three gen scenario, it could be overwhelming. If it's too good, that's going to make it hard to actually review feedback on the new killer (is it because the killer's too good, or just because of the perk?). If it's not good enough, worst case scenario we buff it before the update goes live. This is what the PTB is for, after all.
This is why we typically don't reveal numbers until they are final.

Blood and scratch marks not appearing is also very intentional. Since your power is non-lethal, the intent is to show you people who don't have deep wounds, not those that do. Using your power against someone who is already injured is silly, you cannot down them with your power.
It's not likely that the Legion will receive a full rework. A rework would require completely changing their power (like Freddy). We do have some changes we'd like to make, but there is no exact date for them just yet. We'll squeeze them in once we can.
Make that if Legion miss and attack lose 25% (or 50%) of his power. The miss attacks is a normal thing that happen, maybe for newbie player or maybe for lag and fps drop.
Doing that if you miss and lose all power is stupid.
You always saying: "We don't want make M1 Killer"; Ok that is ok, but this is not the problem that we ask.
We ask to revert some not necessary change like speed nerf, the miss attack, the 4 second of stun. And no, you can't coverage the map with the buff duration, as you said in a live streaming.
You always says that you listen to us to make changes, especially from ptb, but you did nothing as we asked.

Legion update, he only need some tweek and not a rework making an useless unfun killer.

Legion with this rework is bad and useless killer with a useless power.
I can understand the deep wound change to avoid Micheal Jackson Strategy, but the speed nerf is bad! And to justify it you are saying that you buffed duration, but you still can't reach them genius!
Also the miss attack reset your power is a BS, it's normal to do a mistake also maybe from a FPS problems or lags.
DEVS ONLY WANT TO JUSTIFY THIS STUPID LEGION "REWORK" AND DON'T WANT TO LISTEN US!

we all complained about the fatigue add-ons nerf, you didnt do anything to revert them back the way they were, we all complained about the vaulting speed, you didnt do anything, and most of us complained about the miss = fatigue, you didnt do anything on that either.
you do NOT listen, if you did, you would actually change something .
He is right, when many people said that to change the miss penalty or the speed, you made a live streaming saying "We think what we made is perfect, so we will not change anything".

I Fell like his power is weak and useless, also the 1 miss reset your power is bullshit.I can understand the Stun, but losing all power is too much for a missing attack.
