You are talking about Shock Therapy. This has no Cooldown (or a pretty small one) and is mostly used in Chases.
Static Blast is his ability to create a big Shock with the size of his Terror Radius, making everyone scream.

i never played doctor cuz i dont have him but 1 minute of cooldown? really? the doctors i played with constantly uses static blast every time like it has no cooldown. just an hour ago the doctor i played with used his blast more than 10 times chasing me within 2minutes.
