I've been in contact with their support team and they've been trying their best to figure out what is going on. I have sent them my logs, many many videos of evidence of it happening.. They're trying their best it seems but a lot of it happens to be them thinking it's on my end. I told them the exact day it started which was the Unknown chapter that came out. Ever since then, this "Dedicated server is not responding; disconnecting…" keeps coming up and disconnecting me. They thought it might be from the Dead Hard perk or tomes related to that, but I don't use that perk and haven't for years. They had me try a lot of things and I just got disconnected for the 3rd time today with an hour ban. It's so frustrating.

You'll soon find out that it's not just that. You'll play random games and the perks other people use can still get you disconnected. Even killer perks. I can't figure out what it is but randomly I am getting disconnected with the same issue and it's been happening since The Unknown update.
I've contacted BHVR and they've blamed it on me, which I have given them videos, logs, and much more to show that it's not me or my connection. It's there servers and many people are having issues with it and it's still yet to be addressed. Some have had the issue since mid 2023. Hopefully they fix it.
By the way, I don't use Dead Hard and neither has anyone when I have disconnected. I should go through my videos though and see if there's a specific perk each time used that could be causing the DC.

I've had this issue since The Unknown chapter release. Ever since then, randomly I will get "Dedicated server is not responding; disconnecting…" and it continues randomly. There is nothing you can do about it. It's been brought up to them consistantly and I have given them evidence of the issue and how it's not on my end or my internet. People have been complaining about this for a long time and they fail to recognize it and continue to blame the players and their connection rather than themselves and fixing it.
I have a buddy who moved from Xbox a few days ago to PC and now all of a sudden he's getting it as well but doesn't get it on his Xbox. The servers need to be fixed. I've received a 72 hour ban over time because of it and you have to wait 24 hours of no ban for it to go down 1 tier of ban (5 min ban first time and 15 min ban second time with 30 mins being the 3rd time. You have to wait 24 hours for it to go from a 30 min ban to 15 min ban and so on.)
Anyways, I hope they fix this soon. I have played the game ever since it came out and now having issues like this is just frustrating. I can't even play the game properly.
