it's a mental state from some gamers.
that said I on reg never even see a DC pen unless T deserved it. but even I have gotten at least 3 that I did not deserve, and it may or may not be related to a piece of hardware people on PS4/5 may or may not be using between their console and their controls.
But that's just a guess.

I see some good ideas.
here is one more.
It should NOT work if you are the obsession. this will remove one of the "2nd chance" perks that get used in tandem with (as I've seen in the fog),
Plot Twist , Decisive Strike, off the Record & Adrenaline.
while I understand this is a very powerful build to counter tunneling, it can also be used to ensure that no matter what in the hands of a decent to highly skilled player, the killer will not be able to take out someone using all of these perks unless they fully dedicate most if not a whole match to killing one survivor.
once again this is just a idea (and my reasoning) to make adrenaline NOT work if you are the obsession.

You may want to go back to the drawing board on your rework
as others have said. This is just a right out Super Nerf to THE PIG.

The biggest issue with the "perks into addons" statement is in bubba's case thats a GREEN addon not Ultra Rare
even with THE BLIGHT is still just a RARE not Ultra Rare.

is to "add a new play style mechanic to each killer."
which the BLACK BOX does not.
