Mindbreaker is Gutted
And all anti-exhastion perks to a degree. Exhaustion no longer pauses while under the effect of one of these perks. Instead it just sets the duration to the value of the perk.
So for mindbreaker your can sprint burst and enjoy infinite 99d sprint burst. These perks did not need to be nerfed at all.

It's not a deliberate change. It'll probably be fixed in typical BHVR timeline fashion.

It's not in any patch notes, and no developer has confirmed it as a deliberate change, so I'm about as certain as you can reasonably be.
They shadow nerf and buff stuff all the time.
This certainly sounds like a bug and not a shadow nerf/buff. Unless the devs come out and say this is new intended behavior, this is a bug.
