Regarding Bill's perks

I play on console. I do not have Bill's perks unlocked but I had his perks already yet not all are 3 tier perks.

Why are the other tiers no longer appearing in the bloodweb for my survivor even though I have the perks?

Was this always the case after bill came to console?

Help please.

you have to unlock the teachable in order to get higher tiers

After bill came to consoles this summer, they removed his perks from the base pool and made them teachables with his character. You'll get to keep those perks, but in order to upgrade them, you have to make them teachable.

Ughh.. Thank you for the information. I didn't know that.
