Toolboxes should be given the medkit treatment - read before you comment!
What I mean by this is the skillcheck add-ons, and the clean rag/swivel sockets. Specifically the ones that make skillchecks easier, and the ones that speed up gen progress.
The skillcheck add-on series should be reworked, to instead make skillchecks more difficult but more rewarding, removing great skill check's and making good skill checks grant slight generator progress, and possibly give them a higher chance of spawning. (But what about ruin you might ask? Wouldn't that just make it hell against survivors that use a skillcheck toolbox? And you'd be right. But the way I would like this effect to be implemented is in a way that counters ruins effects, with stacked add-ons potentially negating it and just making skillchecks more difficult.
The speed add-ons (clean rag and swivel sockets) should increase the degredation of the toolbox slightly. That's it.
Key impact of the changes? To make gens more difficult for more experienced players at the risk of being speedier, allow players to create toolboxes to counter ruin, and to allow for the speed meta to be nerfed slightly.

Toolboxes are a powerful item, which is why they deserve a skill based nerf. Tie the speed of them to skillcheck skill, and nerf the power of their speed add-ons. Make them simultaneously more and less useful and the gen rush meta less prevalent.
Have us more or less be able to do gens at the same speed as now, but force us into difficult skillchecks, and using our toolboxes faster if we want to do so.
