Yes, there clearly is a survivor shortage aside from PS4
It's simple. On Xbox and PC there are a LOT of threads about super long killer wait times. (PS4 players consistently report the opposite, curiously so they clearly have a killer shortage.)
And some people say "there isn't a survivor shortage or survivors would not have a such a super short que."
Unless the devs are absolute madmen (and they made a game that has survived years so they are clearly not madmen, heck they just got Netflix to license them Stranger Things) then the system is made to get everyone playing ASAP with the best ping possible.
Imagine there are 20k people playing on Xbox One, and 6,000 are playing killer total and 14,000 total are playing survivor. (WAY more survivors than killers.)
That literally means if the program works well and throws survivors into the best killer lobbies as quickly as possible, that 2,500 killers are watching netflix or getting a drink or browsing forums waiting for a game to end or more people to sign on. (all things killer players report in the million threads on long killer ques.) and meanwhile ALL survivor players are busy playing matches right away with a 10 second que.
Because this game, to be balanced, literally has to be 80% survivor mains and a mere 20% killer mains. For that 20k people to all be having fun playing, there literally has to be JUST 4,000 people who want to play killer and there must be a whopping 16,000 people who want to play survivor.
Soo. Yeah. Please be real, the only logical conclusion to "why is survivor que 10 seconds to get in a full lobby and killer que is 30 minutes" is a survivor shortage.
And yes, I understand it takes a long time for killer players to get from main menu to a lobby. However you're in a massive line waiting for survivors. Sooo it makes sense the game would only make a lobby for you when you get far enough along the line they give you players. (realistically it should be first come first serve, no?)

It takes FOREVER to find a game as a survivor on PS4. I'm a red rank solo survivor. It's even worse when I play with one additional friend.
Long wait as a purple rank survivor as well. The wait is even longer if the killer decides to lobby dodge. Frustrating. PS4.
I'm getting quick matches as a solo green rank survivor on PS4.
Takes forever to try to get a match as a brown rank rank killer, I stopped trying.
