make legacy/prestige cosmetics possible to use store cosmetics at the same time

What do you mean? To be able to buy legacy/prestige? If that is the case then they no, they won't put them in the store
For different outfits to have to bloody prestige/legacy look? Again, no they wouldn't do that.
If you're asking if they would just put on a blood layer for each cosmetic... not going to happen. They've explained why: It's not just just a layer they put on the default, they had to actually remake the cosmetic with blood on it. Imagine doing that for every one... it'd be a lot of work.
