Surge buff options

Surge is really weak right now. Here are a list of possible ways it could be fixed. These are all individual and only one of these should be implemented.

  1. Remove the cooldown and the basic attack requirement (range scales with tier)
  2. Remove the range. Now effects the ENTIRE MAP
  3. Make the perk 10% and remove the basic attack requirement
  4. 12% regression on the 2 gens with the most progress

Benefits of 1 - Plays on the perks current main strengths, specifically how fast it is to trigger. Throw on the perk and find a group of Survivors. Downing one of them doesn't do much but you can down both of them for a 16% regression on nearby gens. PGTW is still more total regression, but would require you to stop to hook the Survivor, find a gen and kick it. Currently PGTW is so much more effective that it's worth it, but with no cooldown and working with chainsaws ect it would be a different story

Benefits of 2 - Lets the perk give more information and consistency while playing up it's quantity over quality approach to regression. 8% and a cooldown makes sense when it's consistently on upwards of 3-5 gens instead of 1-3.

Benefits of 3 - Doesn't change the fundamental mechanics of the perk making it easier to implement compared to other possible changes and increases it's combo potential with working on non-basic attacks

Benefits of 4 - Much like 2, very consistent and gives info. However this one won't potentially give insanely large reductions when Survivors are all spread out and won't give very little regression when they are grouped.
