When they say Merciless victory does that mean kill them all or does it mean to get a double Pip?

Double pip. You dont dont have to 4k like alot of people say, as long as you double pip you'll get the achievement

It used to be a 4k (and it honestly still should be given all a survivor has to do for their adept is survive). Then they introduced the Emblem system.
