The Archives are scheduled to be released with the next mid-chapter patch, which means in roughly 8 weeks, if that was your question.
Archives won't be standalone, the roadmap states that it will be a mid-chapter patch (with a season pass kind of thing). Whether or not they keep up with that, we'll have to wait and see.
