Do this to help alleviate the grind

Ok so the grind for older players is addressed, at least partially, with the new bloodweb changes. However new players still have the same issue, it takes forever to get all of the perks in the first place so you spend a lot of time grinding just to get a CHANCE to see the perks they want. Thus:

  • 1-19 are the same as now
  • Techables appear at levels 20, 25 and 30 instead of 30, 35 and 40
  • That's it
