How to fix the emblem system
Red Area - Previous Emblem Quality
Green Area - Next Emblem Quality
Was only a quick photoshop job, simply explaining that the system should just round up to the next quality if you're 50% or more towards the next quality for that emblem.

That's just changing the required quality for those emblems.
