Perks that level up
There is so much perks that it is very hard to get ones you want. My suggestion for better progression is that perks show up only in bloodweb until it is bought. After you bought it, you get tier 1 of that perk. Then you can level it up by using it.
For example, Urban Evasion: First you can crouch and move slower but when you have used perk enough you get better and your perk goes tier up.
That way you don't have to get all the perks you want 3 times from the bloodweb. Only once and then all you need to do is play with that perk. That would be more natural way to get better perks and would give players more to do. Players could experience the perks differently when they cannot just clear bloodwebs until they have tier 3 perks.
