Not with the way they've currently written the perks.
Inner Strength is a conditional auto heal that basically just refreshes you back to healthy if in a locker for 8s after cleansing a totem.
Second Wind might be effected as it actually has to tick up over a longer period of time and is impeded by TR increasing effects as it won't tick up while your in the killer's TR.
I'd say it doesn't apply. We can't really know since these kinds of auto-healing effects haven't been in the game before.
