So many purple perks

I constantly get lost in purple perks, there are too many of them. Why not to do it like that:

Tier 1 perks (stridor, iron will) - always yellow or uncommon

Tier 2 perks (brutal strenght, botany) - always green or rare

Tier 3 perks (nurses calling, self care) - always purple or very rare?

It would make finding the wanted perks a lot easier.
