I have a profile that obviously used SAM to get all achievements, and basically at the same time. i reported via game and steam he still playing. can i report directly to someone? because it's 100% obvious that he cheated.

Achievements are Valve's territory. We are only able to deal with what happens inside the game. If you need to report someone for cheating achievements, the best way to go about that is to report them directly to Valve through the button on their Steam profile.
