Why not reverse Legions Power?
Make his basic m1 attacks apply DW, while his frenzy actually downs but is a short duration and ends after 1 hit?
Apply that on top of the already adjusted Legion with a few add-on tweaks and I think that would be a good start, what do you think?

Mmmm I don't like it. Downing survivors would be even harder
It's kind of an unwritten rule that a killers basic attack remains untouched. It'd make it impossible to get more than 1 down per charge of his power too
