Its simple, once you press it you will get random perks, addons and/or items. Once pressed you have to confirm and after that you will be immediatly ready and cannot access your loadout again.

A bit like perk roulette but in game. It would be cool.
I liked RUSSIAN perk roulette before the recent patch. If you spun Wake Up you risked getting banned. Great fun!
