Is it a bug that downed survivors can still break out Ghostface's ability?
Sorry if this has been asked. But downed survivors seem to be able to
break the ghostface's ability, which is weird.
Hopefully this can be removed/fixed so that Ghostface can be more viable.

It's intentional.
It is intended. A dev said, at least for hooked guys, it is to prevent camping.
It's for downed people as well. The whole thing is silly
