Mangled - 20% or 25%
In the 2.3.0 patch it was mentioned that the Mangled modifier strength is decreased from -25% to -20%. Mangled will now increase healing time from 16 seconds to 20 seconds (20% from 16 is 4 btw).
Anyway today my teammate got hit by a Killer that was using a Sloppy Butcher perk. The same teammate was running the Tier 3 Leader perk (which increases the healing, sabotaging etc. by 25%). When I started the healing action on him, the healing bar wasn't neither yellow nor red, as nothing would affect the healing speed. Does it mean that Mangled modifier is 25% despite mentioning a few patches ago that it's 20%? Just being curious.

It's 20% and the bar is fine.
1 + 0.25 = 1.25
1 - 0.20 = 0.80
1.25*0.80 = 1.
