Making Perks closer to their tier 3 equivalent
Ever since the Spirit update, Perk after Perk has been changed so that tier 1 Perks are only slightly different or weaker from their tier 3 variant. Hell, even all the Perks that were introduced since then have this trait, most notably Rancor and Mettle of Man, but other Perks as well, such as all of the Legion's Perks.
It seems fairly obvious that the devs are attempting to change the perks so that they aren’t useful solely at tier 3, or perhaps this is the first step towards reducing the overall Perk grind? Either way, I had some ideas for Perk changes that could buff other Perks where the disconnect between tier 1 and tier 3 is much lesser.
Detective’s Hunch—Changed the aura reading to 64 meters across all tiers. After completing a generator, the auras of chests, totems, and unrepaired generators in a radius of 64 meters are revealed to you for 3/4/5 seconds.
No Mither—Changed the noise reduction to 40/45/50%.
No One Left Behind—Receive 100% bonus Bloodpoints for actions in the altruism category across all tiers.
Stake Out—Maximum number of tokens changed to 4 across all tiers. Gain a token after standing in the Killer’s Terror Radius and not in a chase every 20/17/15 seconds.
Agitation—Changed the movement speed bonus to 18% across all tiers. While carrying a body, your Terror Radius is increased by 4/8/12 meters.
Bamboozle—Changed the duration of a vault block to 16 seconds across all tiers.
Stridor—The breathing of Survivors in pain is changed to 50% across all tiers. The breathing of healthy Survivors is increased by 15/20/25%.

I really like your ideas on bamboozle and agitation. They are pretty useless unless they're at T3
