Corrupt Intervention should discourage survivors from waiting
For some reason, people see value in Corrupt Intervention and think it’s the best of Plague’s very weak and lackluster perks and I’m a little baffled by it because at least Infectious Fright does SOMETHING whereas Corrupt Intervention looks good on paper but in practice it’s a total waste.
I’ve tried using it on Plague several times now and each time hid and waited the timer out instead of attempting to work on available gens. It feels even worse than a hex because at least survivors had to earn ending that hex and you know you COULD get great or instant value from that hex for however long it lasts (therefore earning its price of leaving you down a perk if destroyed.)
I think Corrupt Intervention, especially as a beginning game perk with a time limit, should actively discourage survivors from loitering until the timer is over.
I think it would be a good idea if the timer didn’t start until someone started working on a gen and that a survivor’s aura would be revealed when within 16 m of a corrupted gen.

If they ever really wanted to buff it block all totems and generators. The killer could gain a little momentum and prolong the game without adding a second generator or make generators last longer.
The complaint with ruin is players either work through it or find it quickly. Since ruin is used so much this would be a better alternative.
Blocking totems would create a nice synergy, especially if they needed to work on a gen if they want the timer to start. Good idea.
That's why it shouldn't be a timer at all. It should last until 1 gen is completed. This basically turns it into a pseudo early 3 gen strat. Now THAT would actually make the perk good. Currently it's just wasted because they simply wait it out and the killer gains nothing.
