I don't think this should be bannable
I was reading an old post where @Peanits mentioned that intentionally jumping in front of someone and blocking their path so the killer hits them was bannable:
Bit unsure of this and I do not want to break the rules.
I played a game where a two flashlight claudettes in the same clothes were doing this to each other. They were also hiding in lockers and then pointing each other out to me. It was a really fun game.
I don't think this should be bannable as they were probably an SWF and they were both as bad as each other (and just having a laugh really), but if a 3rd survivor reported them, would this be considered bannable?

Yes because if they weren't a SWF they would most likely be ruining the game for someone else. It doesn't matter if they are SWF or not unless you KNOW FOR SURE that they were just trying to have fun. Keeping someone trapped in a corner without letting them leave and ratting out other survivors (which is technically classified as "Helping the Killer" in the report list) IS bannable whether they are SWF or not. There is not probably in this scenario. Report unless you KNOW FOR SURE that they were just trying to have fun.
I don't know for sure but wearing matching costumes makes me think that they probably were swf. But since they were both sandbagging each other and nobody else makes me think that they were just having fun.
I have unintentionally sandbagged people. Nobody would be able to prove any deliberate act so I don't see how a single sandbagging would be reportable.
You can usually tell the difference between someone sandbagging on purpose and on accident. Once and in panic is an accident. If they seek you out, it's on purpose. It's banable 'cause it can ruin another player's experience. Also, survivors have perks that can literally show them where you are, so you're at a disadvantage if someone decides to lead the killer to you and block your path, for instance.
It's a thin line to walk, it's akin to teamkilling in an fps game where they can also punish you.
Accidental cases are fine but doing it on purpose all the time is another story and does need punished.
Its griefing afterall and ruining someones experience by being toxic.
So if two survivors were deliberately sandbagging eachother, and a third survivor reported them, would they both get a ban or would it be considered just fooling around?
I mean, if both of them are SWF and do it only to each other, yeah, for them it is no problem. But there are two other Survivors in this game who will suffer because of this. I would not like to lose a game because it is a 2v1 instead of a 4v1 because two guys are fooling around. So yeah, this should be bannable.
And even if 4 people are doing that to each other for fun (4 man SWF), in theory the Killer can report it, because he wants to play the game properly. Dont know if this would be bannable then, probably not.
This would definitely fall under the category griefing.
You described that it happened multiple times, so it didnt happen by "accident"
Yes the other survivors will suffer, but they would suffer less than two survivors that run around not doing anything or hiding in lockers for the entire games, neither of which is reportable.
These two were being somewhat helpful to their teams doing gens etc but as soon as they saw me they would throw a pallet down to block their team mate or block the other in a corner.
They would probably get a ban. Breaking the rules in the name of tomfoolery is generally frowned upon. Especially when, as said above, the third party's experience is negatively impacted because the other two people are just futzing around at the team's expense.
