Changes that would increase the Judgements pick rate
The main problem with the judgement is that they are an EXTREME long range killer. Along the lines of artist or knight or pinhead. That type of killer requires a skill level much higher than a basic m1 killer or a shorter range killer. You have to be able to predict survivor movement, you have to understand the map and zoning and how to work angles and tiles in a highly intuitive way.
The judgements ray should ONLY injure up close, it should be most dangerous in a killer vs survivor up close chase. The farther ray attack could be more like artists crows revealing a survivor's location, with maybe a slight speed debuff. It would still get survivors off gens, but not be so overpowered that survivors would be in an uproar about it. Everything needs to be centered on seeing a survivor, chasing them, and using a short burst attack to injure and down. With the range of attack being straight forward like huntress hatchet or deathslingers harpoon.
They should also have a hand weapon with a speed and a reach adequate enough to be an m1 killer if someone just wants to be an m1 killer. Pinhead, for instance, has a really complex power, but if someone decides not to use it he is still quite an effective m1 killer, as his speed is more than enough to catch up to survivors and his basic chain attack has a generous reach. The judgement should be the exact same.
This would open the killer up to different skill levels, making them a killer with a much higher pick rate. Because more people could actually play them.

A killer shouldn't be balanced around whether or not people want to play them. Hag for example functions a lot like Judgment, she is 4.4 and doesn't win solely based on chases yet many people myself included find her incredibly fun as she requires a lot more thought rather than "ooga booga instant break pallet."
This killer already has some pretty underrated chase potential especially with the recent curve window buffs. Just because people do not want to go through the effort of learning complex killers does not mean it should hurt the people who do want to go through the effort. It's a bit like complaining Nurse is too complex then asking for 4.6 Add-ons basekit.

Sorry I disagree on this one. The Judgment doesn't need reworking to make them more homogenized. Their kit is flawed, but I don't think this is the direction to go.
