Likely not for quite some time as its meant to keep you playing for hours in order to get the new characters. As once you get to level 50 it takes about a little over an hour of playtime to gain a level, and since you need 30 levels to get a 9k shard character it takes about 33 in match hours to get the new killer/survivor.
It needs a revamp or at least prices needed to change / the rate that we get iri shards needs to be increased, but I don't know if BHVR wants that. It keeps the grind which forces people to get back on longer if they want the stuff for free
