(Note that the nudity should not be an issue as Dracula's True form skin, from the same game is just as naked. Don't have to put the "parts" in and we will have something similar to Spirit's attack on titan skin.)
As for why Carmilla could fit as a legendary, she doesn't have a specific "power" that she always uses, or even a specific form as sometimes she shows up as just a big mask. Dracula was also given abilities he doesn't normally have, just for the sake of DBD. And her whole thing is that shes the strongest "Female Vampire" of the Castle, and every fight against her is different because she never does the same thing.
