Since when are the bloodwebs not random anymore and who had this terrible idea???

So people figured out that the anniversary cakes do not have a smaller appearance chance then last year but there is actually a system behind it. The cake levels:

3, 5, 7, 10 2x, 12, 15, 20, 24, 25, 28, 29, 30,

31, 33, 35, 37, 38, 39, 40, 42, 44,45,47,49, 50

My question is now...who had this terrible idea and since when is that a thing in general? Is that terrible change also in the normal bloodwebs that certain items are forced to spawn and no longer random?

    This is the pattern for guaranteed cake spawns:

    3, 5, 7, 10, 12, 15, 20, 25, 28, 30, 33, 35, 38, 40, 42, 45, 47, 50
