How hard is it to revert the Anniversary Cake changes?

Idk much about programming but you can't tell me they need this long to change the rarity and drop rate of a offering with a hotfix.

    If they were going to change this, they'd have already changed it and refunded people's BP.

    They'll buff the spawn rates slightly in mid July and call it a day.
