Fast Track punishes the Killer for hooking and not tunneling.
tl;dr Fast Track punishes the killer for hooking/not tunneling. Rework it into a macro type anti-tunnel perk that is best when the killer tunnels someone out and weakest when the killer 8 hooks before any death.
Problem
The numbers of the perk being strong aside, Fast Track punishes the killer for:
- hooking
- spreading hooks (not tunneling)
It is best countered by:
- slugging
- camping out hook stages to deny an extra token
- tunneling out one survivor (you're likely to remove a Fast Track in the process)
These behaviours are in my opinion fine but the community disagrees and BHVR has spent many resources trying to reduce them (multiple anti-slug/tunnel reworks all reverted). Fast Track is now a strong perk that goes against that philosophy (much like Deliverance), and is pressuring killers to slug/hard tunnel more than before.
As an example, I've had good success with my Dark Devotion/Coulro Oni build where I perma slug the obsession until first death because I'm denying a lot of tokens.
Even if you nerf the numbers, the perk's core design is flawed.
Suggestion
Rework Fast Track to be strongest when the killer tunnels someone out.
Fast Track now gives 1 token per hook action. Fast Track also gives a larger number of tokens if:
- The killer hooks the same survivor twice in a row
- A survivor dies
Tokens should maybe only be awarded per hook action because otherwise it might incentivise letting teammates go second stage on hook.
If the perk is weaker when spreading hooks, it should still reduce the pressure to slug to counter the perk in general.
This way, Fast Track becomes a macro anti-tunnel perk that is least effective when the killer 8 hooks before killing anyone and most effective when the killer hard tunnels.
