I know we will never get he ability to unhook ourselves without offerings back. But why can't we have a small window of oppurtunity just before we go to second hook. Id much rather have a bunch of partners that go next due to unhook attempts than have myself go first hook last hook with no way of countering it

Because:
A. It was used primarily to go next, and people still bring luck offerings to go next
B. It gives every survivor a 4% chance to just unhook themself for free, it may not sound like much. But that is a huge amount of pressure against the killer because the game decided to screw them over. If you don't think it's bad then look at how many games killers lose because one survivor had unbreakable.
If I could, unhook attempts that weren't guaranteed (deliverance, Wicked) would go entierly as being able to unhook yourself at best artificially extends games for no reason. At worst can cause you to lose the match altogether.
