That 1.6 seconds of hindered is such a good buff , even better with flask. The "nerf" is still having insanely fast bottles but you have to throw em a bit further (you can use fingerless gloves if you want to further reduce it).

Balance is such a ######### hole now it's honestly sad

    It still is 16% max compared to the old 19% but yeah, this rework got almost fully reverted at this point which is pretty funny.
