Proposal for a New Perk Selection
To better highlight each character's individuality, the 4th perk (or possibly a newly added 5th perk) will be randomly and forcibly selected from the character’s unique (signature) perks. However, if a unique perk is already included in the initial selection, a different one will be chosen to avoid duplication.
If the player selects all three perks from the character’s unique options, the 4th perk will be disabled, but each of the selected unique perks will receive a boost/enhancement.
