Haste and Hindered Feedback
This should at the very least be limited to Haste/Hindered "perks" instead of "effects" if some form of this change must go through. How is something like Babysitter or No One Left Behind going to interact with base-kit BT? The fact that you can create a build that specializes in one thing is a good thing in my opinion and this would remove a decent amount of those niches. On killer, Clown is going to be the biggest loser of this change, as his whole identity is speeding himself up and slowing survivors down with builds that amplify that. If you can't use these combos anymore that would be an awful change. Any killer with a base-kit haste or hindered will be effected as well though like houndmaster, knight, trapper, singularity, freddy etc. It also will interact poorly with killer addons like untitled agony, medusa's hair, iridescent photocard, BBFs etc.
All this change would accomplish is diminishing build variety, and pushing survivors and killers to a smaller pool of strong perks and addons.
