I was wondering this as well. They might change it so that burning one will make each Survivor spawn in separately.
But if that's the plan, then get ready to see every SWF burn a shroud in pretty much every game. I hope not, because if they do it will have totally failed to solve the problem with Survivor spawns (and be yet another way for SWFs to break the game's balancing).
