Why are the Dreaded Husks not a part of the Bile Beldam set?

The Dreaded Husks are a headpiece for hag that was released by itself in the 3rd tome, and the Bile Beldam weapon and body were released in the 1st tome. Clearly (in terms of color, thematics, and other things I'll get into later in this post), these cosmetics were intended originally to be part of the same set; however, it seems that this was forgotten and never rectified all these years later.

1: The "Bile Beldam" set is the only hag cosmetic set to be missing a piece, aside from 2 yellow recolors that are missing a weapon. This set is unique compared to the yellow sets, as this is a purple "very rare" set, and is missing a head piece (the only hag cosmetic set to be missing one).

2: The "Bile Beldam" set is purple rarity, matching not only in color and in theme with the "Dreaded Husks", but also in rarity and in general time of release. The yellow sets that are missing weapons set themselves apart by not having any yellow rarity standalone weapons, let alone ones that match their coloring to a tee.

3: The "Dreaded Husks" headpiece is the only non-event hag cosmetic that is not a part of a set. Obviously hag has her 2 seasonal weapons, her anniversary crowns, her anniversary mask, and her frosty eyes, but these are exclusions for fairly clear reasons - with very few exceptions (like the pig set for example), event items of this fashion have always been singletons.

4: The "Mud Medusa" set (a full 3 piece set) consists of a recolor of the body and weapon from the "Bile Beldam" set, and a recolor of the "Dreaded Husks" hair. Obviously there are a few "recolor" sets that mix pieces from multiple sets (for example the gold and silk twins set), but this is certainly the outlier and not the norm. Furthermore, these sets that recolor pieces of multiple different sets to create a new one will always take and recolor pieces from full 3 piece sets. Most recolors (even using the most recent hag recolor as an example) will just take a 3 piece set in its entirety and recolor it.

5: Hag's "Bile Beldam" set used to be displayed in the set list of cosmetics, and both pieces could be equipped simultaneously through this set list even though (at the time) the hair piece did not exist yet. When this hair piece released, this set was broken and now both pieces of the "Bile Beldam" set must be equipped individually, and the set does not show up in the list of sets for hag. This is unique for hag, as even her other 2-piece cosmetic sets (the yellow rarity "Birch Twigs" and "Red Sap" sets) are shown in the list of sets and can have their pieces equipped simultaneously. This leads me and many other hag players to believe that this set has been bugged for a while.

Obviously there are other killers who have singular cosmetic pieces that are locked behind old tomes (spirits "Red Seifuku" for example), but none of them are quite like this. It stands to reason that this headpiece was originally intended to be a part of the Bile Beldam set for all of the reasons I have listed above, and the rumor floating around that old tome contents may be repackaged in bulk bundles soon has me a bit worried that the "full" Bile Beldam set (whether or not you consider the hair piece to be a part of the set or not, despite the subjective evidence that it was supposed to be) may become the most expensive set in the game, having 2/3rds of the set available in the shop at all times and the other 1/3rd (despite it being released after the other 2 pieces) being locked behind an expensive bulk bundle.
