The perk is situational enough already. It doesn't need a window of limited opportunity to activate it on top of it. Make it like Superior Anatomy.

no clue why the perk cannot just be vault window →gain 5% haste for 10 seconds. it is the usual, bvhr factors wesker vaulting a window with his power →only balances around wesker using the perk →put restrictions to make the perk terrible on every killer including wesker.
