Condition is only to lose a Health State, so this should not interfere with any Killer powers.
(Even a Survivor losing a Health State because they get fully infected by Plague while not even near the Killer will suffer from Exhaustion)

Yeah this build was just "how many can you inflict at once" lol. Since huntress is the only one I think that can incapacitate using a hatchet.
I might have died of giggles if I had seen 5-7 status effects on me after hitting by one hatchet
Meh, this perk is really only worth using on Spirit in order to counter IW and mayyybe on Nurse as well. But survivors can still generally use their meta exhaustion perks before getting hit and 8 seconds of exhaustion isn't that much anyway, so I wouldn't say it's worth a perk slot on anyone else.
