Finisher Mori should also be available when all other survivors are on hook and in struggle phase
Right now, a lot of killers are waiting for the remaining survivors to die on hook before they can mori. At that point, the game is already over, and the result after the mori would be that everyone on hook would be sacrificed instantly anyway.
Example from a match I played killer:
It should be possible to mori the survivor on the ground at this point. Obviously I hooked them here, but it would be way faster and much cooler to be able to Mori them at this point to end the match. You get the point. Same would work if there were 3 people on hook second stage and you've found the last survivor, etc.
If killing the survivor on the ground would "end" the game, then the finisher mori should be available on that survivor.
The only issue I see with this is if someone does a self unhook with the anti camp system while the mori is playing. But maybe activating the finisher mori when there are survivors on hook in struggle phase could make them all instantly get sacrificed? That would be pretty cool, save time and look dramatic.
