Why can't we change the character HUD icons, but we can change their portraits?

I think I might know a short answer as to why, but I want clarification, we can change Perk Icons, Items, Addons, Status Effects, etc., hell, we can even change the portraits that appears on the main screen. I feel its redundant to be able to change the portraits but not the hud icons.
