I think Legion's pretty good, personally.
They're pretty versatile if you really drill down on their addons. They have a variety of solid builds that can catch survivors off guard, and while I don't think any build really makes them A tier material, they're still perfectly viable at most levels of play.
Plus, they're pretty fun!
