Pain Res not working 100%

I play on PS4 and the first killer match I played went well with pain res, the following matches, my pain res would not work when I hooked a survivor on a scourge hook. I was playing as the lich and this happened on the new map as well as Macmillan Estate. And I’ve tested it on other killers and sometimes it works and sometimes it doesn’t so I’m not sure what’s up with it

    It might be that there were no gens with progress when you hooked someone on a scourge hook. The perk does not lose a token in this case.
