Add dedicated option to limit fps in menu/lobby

This is the first game I've seen having this strange behaviour:

  • while in menu, both cpu and gpu temps get higher compared to the perfomances and temps while in a match.
  • when the game is in background temperatures and gpu usage get higher.

Note: I'm playing through proton/linux, so it might be an uncommon issue.

It's possible to do it with external programs, I'm currently using "mangohud" to toggle fps limit, but that program I suspect is the reason why the game has been crashing so frequently for me lately (I'm currently on a 30 minutes match making ban).

It would be awesome if you could add the option to limit fps in the menu or just default limit to 60 fps. Consider this as an energy saver optimization too.
