The anti-facecamp feature works regardless if the killer has a terror radius and 5m will still build up the meter quickly unless other survivors are also in range. 2 survivors being near the hook stops the build up completely.
It's supposed to work regardless of terror radius. If it isn't, then we might have a bug.
