What exactly was changed about her? You can't even do gens, she just teleports and condems people.

    Pick up a tape whenever you need or you want to turn off her TV. It costs you nothing.

    When you get like 3-4+ stacks, put the tape back to remove most if not all stacks. Problem solved.

    Don't stand still within 16m of online TV idealy at all times or just go turn it off. She only gives condement within the radius of online TV whenever she teleports.

    As already mentioned, simply rent the videotape first and then return it as needed.

    The management should have taught these basic tactics to the novice survivors, but they don't want to move at all.

    It's a shame too, they hired a tired young woman to try and get the tapes back and has to deal with the rowdy customers giving her grief. I even heard they throw pallets in her face, just for doing her job.
