Chapters each year be like...
One best that is very favorite and generaly speaking most popular, everyone hyped and happy and play the new characters in years to come. Resident Evil Chapters, Chucky, etc.
Two Mid that are okay, some people like them, some dislike them and many find them avarage. Usualy these characters are bit rare to see and not popular but they are not the bottom of pickrate and sometimes you can have a match with them for better or worse. These tend to be mixed. Artist chapter, Knight chapter, Singularity chapter, Cenobite, etc.
One awfull generaly speaking, bad for many players. These character(s) or the Killer are hated all year long and have some serious issues or they are very unpopular and forgotten really quickly or hated all year(s) long. Skull Merchant chapter, Twins Chapter, Trickster chapter, maybe Knight chapter on realese, etc.
There are 4 chapters per year btw. So on avarage, we will get one S tier material, super awesome killer with nice survivors, then two mid that depends on your style and taste and then one bad generaly speaking.
