Could legendary skins be sold as iri shards?

Maybe Naughty Bear is a special case, seeing as he's a returning character from an old BHVR game? Who knows. A good portion of the other legendary skins (or whatever the hell they're called now) are for licensed characters, so they can't be bought with shards.
Taking a quick look in the game reveals that the CryptTV skins can also be bought with shards, so... I really don't know tbh.
Legendary is reserved for licensed skins, so it's up to the license holder whether they want to allow players to get their outfits "for free" with shards or for money only with cells.
CryptTV were fine with players getting the skins with shards, hence why Look-See and Mordeo have shard prices, and Naughty Bear, while technically licensed, comes from an old BHVR game, so it's their own license.
