Does anyone know if the power meter reset when you normally hit a survivor as legion is a bug or not?

    Just read it and it doesn't state if hitting a survivor with your normal hit when the power is refilling, that it will reset the power gauge from what has already been recovered.

    At the end of the FF description:

    NOTE: Hitting a Survivor with a basic attack while Feral Frenzy is not active will deplete the entire power gauge.

    It depletes always.
