Freddy buffs in my opinion
freddy is basically a m1 killer for the entirely of the game, if ur in the dream state (his whole power) you can continue the game as normal and even if there is pressure- just simply fail a skill check and boom- freddys whole power is null.
Heres what i suggest.
FIRSTLY ADDONS
freddys addons are very mid with his only good one being skill checks no longer wake up survivors. And there are like 3 ones that turn dream snares into dream pallets??? Whats the iq there??
Instead, give freddy addons that
-visibly increases fog in dream snare
-increases time to passively enter dream world
-helps in chase against survivors in dream world
-increase amount of dream snares
as for base kit though, i feel theres no reason why failing a skill check should no longer bring you out of the dream world.
some other things though.
the blood that emits from a generater while you are teleporting to a generator is only visible to dream survivors,
awake survivors and dream survivors cannot interact with each other or see each other
increase base amount of dream snares
hide red stain for survivors in dream snare
All those aside, some nerfs should be
Being put into the Dream passively is put on hold while performing ANY interaction.
freddy can no longer move while teleporting to a generater, additionanally- a yelling echo is given to warn all SURVIVORS

Honestly just make the Dream World his unique thing. Everyone is in it all the time, forever. It's not like that would make him OP, he's still just a weaker Clown.
